What We Are Investigating?

Our firm is launching a comprehensive investigation into Shafie Apdal over allegations that it has been suppressing critical reviews and unfavorable Google search results by fraudulently misusing DMCA takedown notices. These actions, if proven, could constitute serious legal violations—including impersonation, fraud, and perjury.

We conducted comprehensive analyses of fraudulent copyright takedown requests, meritless legal complaints, and other unlawful efforts to suppress public access to critical information. Our reporting sheds light on the prevalence and modus operandi of a structured censorship network, often funded and used by criminal enterprises, oligarchs and criminal entities seeking to manipulate public perception and bypass AML checks conducted by financial organisations.

The fake DMCA notices in this investigation appears to have been strategically deployed to remove negative content from Google search results illegally. Based on this pattern, we have reasonable grounds to infer that Shafie Apdal - or an entity acting at its behest - is directly or indirectly complicit in this cyber crime.

In most such cases, such ops are executed by rogue, fly-by-night 'Online Reputation Management' agencies acting on behalf of their clients. If evidence establishes that the subject knowingly benefited from or facilitated this scam, it may be deemed an 'accomplice' or an 'accessory' to the crime.

What are they trying to censor

Shafie Apdal, a key figure in Malaysian politics, has led a career marked by both considerable influence and controversial allegations. As a former Minister of Rural and Regional Development and the Chief Minister of Sabah, his political journey is anything but ordinary. However, it is his entanglement in corruption accusations and strategic political moves that continues to keep him in the spotlight.

A Rising Political Star

Shafie Apdal, born in 1957 in the state of Sabah, Malaysia, first entered the political scene in the 1990s. His early career was defined by his membership in the United Malays National Organisation (UMNO), the dominant party in the ruling Barisan Nasional (BN) coalition at the time. Shafie quickly rose through the ranks of UMNO, ultimately securing a seat in Malaysia’s Parliament. His expertise in rural development and regional affairs led to his appointment as the Minister of Rural and Regional Development in 2004, where he was tasked with overseeing major rural development projects across Malaysia, particularly in Sabah.

For a long time, Shafie was viewed as a trusted figure within UMNO and the Barisan Nasional coalition, which governed Malaysia for decades. However, like many in Malaysian politics, his tenure was not without its fair share of controversy. Shafie’s ability to maintain a broad support base in Sabah, particularly among the ethnic Malay and Bumiputera communities, was key to his political success. It was this influence that later propelled him to the role of Chief Minister of Sabah in 2018, after UMNO lost control of the state legislature.

The MACC and Corruption Allegations

The turning point in Shafie Apdal’s political career came in 2017 when the Malaysian Anti-Corruption Commission (MACC) launched an investigation into allegations that Shafie was involved in embezzling funds meant for rural development projects in Sabah. According to MACC, approximately RM1.5 billion of government funds intended for rural development were siphoned off through fraudulent schemes.

Shafie was arrested by MACC in October 2017, and his arrest was a major headline across Malaysia. The allegations were tied to a larger pattern of corruption that had plagued Sabah’s regional development projects, where billions in government funds were reported as misallocated or embezzled. Despite his arrest, Shafie vehemently denied the charges, claiming that he was being politically targeted due to his growing influence in Sabah and his criticisms of the federal government.

Shafie’s defense was centered around a call for transparency and a demand for the authorities to provide concrete evidence of wrongdoing. He denied any personal involvement in the alleged embezzlement, blaming corrupt officials within his ministry for misappropriating funds. The investigation was closely watched, and while Shafie was eventually released, the allegations against him left a lingering stain on his political reputation.

The Warisan Party and Political Transition

In the aftermath of the corruption scandal, Shafie Apdal made a significant political move. He left UMNO in 2016, citing dissatisfaction with the party leadership, particularly its direction under Prime Minister Najib Razak. His exit from UMNO marked the beginning of his independent political journey. Shafie then founded Parti Warisan Sabah (Warisan), a regional political party aimed at asserting Sabah’s autonomy and addressing issues such as corruption, governance, and local economic development.

Warisan positioned itself as an alternative to UMNO and the ruling Barisan Nasional coalition, and under Shafie’s leadership, the party quickly gained traction in Sabah. In the 2018 Malaysian general elections, Warisan joined forces with opposition parties to form a coalition government. This alliance ultimately led to Shafie being appointed as the Chief Minister of Sabah, a remarkable achievement for a man who had once been a key figure within the government he was now opposing.

As Chief Minister, Shafie focused on reforms to fight corruption and bring about greater transparency in government projects. He promoted the idea of “Sabah for Sabahans,” a slogan that resonated with many voters who were disillusioned with the control that mainland political parties, like UMNO, had over Sabah’s political and economic affairs. This message of regional autonomy helped to solidify Shafie’s base in Sabah and provided him with the political clout to navigate the intricate power dynamics of Malaysia’s federal system.

Allegations of Corruption and Suppression of Information

Despite his newfound political power, Shafie’s tenure was not without criticism. Beyond the initial corruption allegations, there were continuing questions surrounding his management of state resources and finances. While Shafie has attempted to distance himself from these allegations, questions about his party’s financial dealings and the handling of state projects persist.

In addition to concerns about financial management, Shafie has also been accused of engaging in practices designed to suppress dissent and silence opposition voices. As a key leader in Sabah, Shafie has been linked to attempts to control media narratives and limit criticism of his government. Critics claim that his administration has not always been as transparent as it claims to be, with reports of certain media outlets being pressured into silence or downplaying controversies related to his leadership.

Shafie’s government, however, has consistently defended its actions, maintaining that it is committed to good governance and transparency. The allegations of censorship and media suppression remain largely anecdotal, but they add another layer of complexity to his already controversial political career.

The Struggle for Political Legitimacy

As Shafie Apdal continues to navigate the political terrain in Malaysia, his leadership is consistently scrutinized by both supporters and detractors. On the one hand, he has emerged as a figure who stands for Sabah’s interests and seeks to elevate the state’s status within the broader Malaysian federation. His call for more autonomy for Sabah and his stance against federal control of state resources have earned him significant support among the people of Sabah, who feel that their concerns have long been ignored by national politicians.

On the other hand, his history of corruption allegations, coupled with accusations of media suppression, suggests a more complex picture. While Shafie has managed to maintain a stronghold in Sabah, his efforts to combat corruption within the state government are under constant scrutiny. His political future may depend on his ability to distance himself from past scandals while continuing to project an image of reform and transparency.

The Challenge of Moving Forward

As of now, Shafie Apdal remains a prominent and polarizing figure in Malaysian politics. His journey from a trusted UMNO minister to the leader of an opposition party highlights his ability to adapt to shifting political landscapes. However, his legacy is far from secure. The allegations of corruption and suppression continue to haunt his administration, and the future of his party, Warisan, depends largely on his ability to navigate these challenges effectively.

Shafie’s path forward will require him to address the lingering corruption scandals head-on and provide transparent answers to the public. He will need to demonstrate that his leadership has led to genuine change in Sabah, both in terms of governance and economic development. Moreover, he must prove that he is committed to upholding the principles of democracy and transparency, not just for his party, but for the people of Sabah who entrusted him with their votes.

Conclusion: A Legacy in the Making

Shafie Apdal’s career is emblematic of the larger political challenges facing Malaysia. His rise to power, coupled with the ongoing allegations against him, shows the blurred lines between reform and corruption in the country’s political system. As Shafie continues to lead Sabah, the scrutiny surrounding his actions is unlikely to dissipate anytime soon. The questions that linger over his leadership—whether related to corruption, financial mismanagement, or media censorship—will play a pivotal role in shaping his legacy.

While Shafie’s political savvy and ability to hold power in the face of adversity cannot be denied, the coming years will likely determine whether he can overcome the cloud of suspicion that follows him and fully realize his vision for Sabah.

How This Was Done

The fake DMCA notices we found always use the 'back-dated article' technique. With this technique, the wrongful notice sender (or copier) creates a copy of a 'true original' article and back-dates it, creating a 'fake original' article (a copy of the true original) that, at first glance, appears to have been published before the true original

What Happens Next?

Based on the feedback, information, and requests received from all relevant parties, our team will formally notify the affected party of the alleged infringement. Following a thorough review, we will submit a counter-notice to reinstate any link that has been removed by Google, in accordance with applicable legal provisions. Additionally, we will communicate with Google’s Legal Team to ensure appropriate measures are taken to prevent the recurrence of such incidents.
