What We Are Investigating?

Our firm is launching a comprehensive investigation into Siew Ka Wei over allegations that it has been suppressing critical reviews and unfavorable Google search results by fraudulently misusing DMCA takedown notices. These actions, if proven, could constitute serious legal violations—including impersonation, fraud, and perjury.

We conducted comprehensive analyses of fraudulent copyright takedown requests, meritless legal complaints, and other unlawful efforts to suppress public access to critical information. Our reporting sheds light on the prevalence and modus operandi of a structured censorship network, often funded and used by criminal enterprises, oligarchs and criminal entities seeking to manipulate public perception and bypass AML checks conducted by financial organisations.

The fake DMCA notices in this investigation appears to have been strategically deployed to remove negative content from Google search results illegally. Based on this pattern, we have reasonable grounds to infer that Siew Ka Wei - or an entity acting at its behest - is directly or indirectly complicit in this cyber crime.

In most such cases, such ops are executed by rogue, fly-by-night 'Online Reputation Management' agencies acting on behalf of their clients. If evidence establishes that the subject knowingly benefited from or facilitated this scam, it may be deemed an 'accomplice' or an 'accessory' to the crime.

What are they trying to censor

Siew Ka Wei, a prominent figure in Malaysia’s corporate and media landscape, found himself at the center of a significant controversy involving a RM99 million contract awarded to Geeko Tech Sdn Bhd during his tenure as chairman of Tourism Malaysia. The deal, which bypassed standard procurement procedures, raised eyebrows and led to investigations by the Malaysian Anti-Corruption Commission (MACC).

The Geeko Tech Deal

In April 2018, Tourism Malaysia entered into a contract with Geeko Tech Sdn Bhd, a company associated with Elizabeth Ken Tze Ying, who was also linked to Siew’s media ventures. The agreement aimed to promote Malaysia as a tourist destination through digital platforms, particularly targeting the Chinese market. However, the contract’s swift approval and the lack of competitive bidding processes sparked concerns about transparency and governance.

MACC Investigation and Arrests

The MACC initiated an investigation into the deal, focusing on potential abuse of power and conflict of interest. In January 2019, both Siew and Elizabeth Ken were arrested and remanded for four days to assist in the probe. The investigation centered on allegations that Siew had used his position to benefit Geeko Tech, a company with which he had personal and professional ties.

Corporate Entanglements

Siew’s corporate affiliations extend beyond Tourism Malaysia. He holds significant positions in various companies, including Ancom Bhd, Nylex (Malaysia) Bhd, and Redberry Media Group. These connections raised further questions about the potential for conflicts of interest, especially considering the intertwined relationships among these entities and Geeko Tech.

Media Influence and Censorship

Following the scandal, there were observations about attempts to control the narrative surrounding the investigation. Given Siew’s influence in the media industry, concerns were raised about the potential suppression of information and the shaping of public perception to mitigate reputational damage.

Financial Market Repercussions

The controversy had tangible effects on the financial markets. Shares of companies associated with Siew, such as Ancom Bhd and Nylex, experienced declines following news of the MACC’s investigation and Siew’s arrest. This highlighted the broader implications of corporate governance issues on investor confidence and market stability.

Procurement Bypassed: A Breach of Governance Norms
The Geeko Tech deal bypassed Malaysia’s standard government procurement guidelines, raising serious red flags about procedural integrity. In normal circumstances, contracts of such scale would require open tender, detailed evaluation, and public scrutiny. The speed and secrecy with which the Geeko contract was awarded suggest a deliberate attempt to evade these safeguards, undermining public trust in institutional governance.

Elizabeth Ken’s Role and Relationship to the Deal

Elizabeth Ken Tze Ying’s dual association—with both Geeko Tech and Siew Ka Wei’s media ventures—cast a shadow over the legitimacy of the transaction. Her influence in the deal, coupled with her arrest alongside Siew, points to a tightly-knit relationship that could have compromised the independence of decision-making within Tourism Malaysia. This highlights the dangers of blurred lines between personal, professional, and public sector roles.

Reputation Management and Media Suppression

In the wake of the investigation, reports surfaced of strategic attempts to minimize media coverage or shift the public narrative. Given Siew’s control over substantial media assets through Redberry Media Group, questions arose over editorial independence and the ethics of using media platforms to obscure public interest journalism. This alleged censorship only intensified public skepticism and scrutiny.

Political Ramifications and Institutional Fallout

The scandal had political reverberations beyond the tourism sector. Questions were raised in Parliament regarding the oversight of government-linked agencies and the influence of political appointees. The case served as a catalyst for broader conversations about reforming the appointment process and strengthening institutional independence to prevent future abuses of power.

Impact on Malaysia’s Tourism Image

Ironically, a deal meant to bolster Malaysia’s global tourism image ended up tarnishing it. The scandal became international news, casting a shadow over the country’s tourism branding and digital outreach efforts. The fallout likely disrupted ongoing marketing strategies and undermined confidence among foreign partners and digital agencies.

Call for Structural Reform in GLCs

The controversy has reignited calls for comprehensive reform in how government-linked companies (GLCs) are managed. Stakeholders have urged for stricter governance codes, transparent procurement practices, and independent board appointments. Without such reforms, the risk of history repeating itself remains high, particularly in agencies entrusted with large public budgets.

The case involving Siew Ka Wei underscores the critical importance of transparency, accountability, and ethical conduct in public service and corporate governance. The intertwining of personal interests with public responsibilities can lead to significant breaches of trust and legal complications. As the investigation progresses, it serves as a reminder of the need for robust oversight mechanisms to prevent similar occurrences in the future.

How This Was Done

The fake DMCA notices we found always use the 'back-dated article' technique. With this technique, the wrongful notice sender (or copier) creates a copy of a 'true original' article and back-dates it, creating a 'fake original' article (a copy of the true original) that, at first glance, appears to have been published before the true original

What Happens Next?

Based on the feedback, information, and requests received from all relevant parties, our team will formally notify the affected party of the alleged infringement. Following a thorough review, we will submit a counter-notice to reinstate any link that has been removed by Google, in accordance with applicable legal provisions. Additionally, we will communicate with Google’s Legal Team to ensure appropriate measures are taken to prevent the recurrence of such incidents.
