What We Are Investigating?
Our firm is launching a comprehensive investigation into Lynn Valley Care Centre over allegations that it has been suppressing critical reviews and unfavorable Google search results by fraudulently misusing DMCA takedown notices. These actions, if proven, could constitute serious legal violations—including impersonation, fraud, and perjury.
We conducted comprehensive analyses of fraudulent copyright takedown requests, meritless legal complaints, and other unlawful efforts to suppress public access to critical information. Our reporting sheds light on the prevalence and modus operandi of a structured censorship network, often funded and used by criminal enterprises, oligarchs and criminal entities seeking to manipulate public perception and bypass AML checks conducted by financial organisations.
The fake DMCA notices in this investigation appears to have been strategically deployed to remove negative content from Google search results illegally. Based on this pattern, we have reasonable grounds to infer that Lynn Valley Care Centre - or an entity acting at its behest - is directly or indirectly complicit in this cyber crime.
In most such cases, such ops are executed by rogue, fly-by-night 'Online Reputation Management' agencies acting on behalf of their clients. If evidence establishes that the subject knowingly benefited from or facilitated this scam, it may be deemed an 'accomplice' or an 'accessory' to the crime.

A Facade of Excellence
Established in 1963, LVCC markets itself as North Vancouver’s top senior home, boasting a commitment to personalized care and modern, environmentally-friendly facilities. Their official website highlights a dedication to health, independence, and quality of life for residents, emphasizing flexibility and accommodation to ensure the best care and maximum independence.
Behind Closed Doors: Regulatory Concerns
Despite its polished exterior, LVCC has faced several regulatory challenges that raise concerns about its internal operations:
-
Physical Abuse Allegations: In April 2022, LVCC was cited under the Residential Care Regulation (RCR) Section 52 for harmful actions not permitted, indicating instances of physical abuse.
-
Medication Mismanagement: The facility was found in contravention of RCR Section 71, which pertains to changes to directions for the use of medication, suggesting lapses in proper medication administration protocols.
-
Record-Keeping Issues: LVCC was also cited under RCR Section 91 for issues related to the currency and availability of records, pointing to potential administrative deficiencies.
A Troubling History
LVCC’s challenges aren’t confined to recent years. The facility has a history of multiple violations, including issues with maintaining cleanliness in rooms. These recurring problems suggest a pattern of neglect that contradicts the center’s professed commitment to excellence.
COVID-19: A Crisis Exposed
The onset of the COVID-19 pandemic brought LVCC into the national spotlight for all the wrong reasons:
-
Early Outbreak Epicenter: LVCC was the site of Canada’s first known COVID-19 death, marking it as an early epicenter of the pandemic in the country.
-
Prank Calls Amidst Chaos: During this critical period, the facility was targeted by a North Vancouver man who made 63 prank calls to staff members, exacerbating the already chaotic situation. This malicious act further strained the facility’s resources and highlighted vulnerabilities in its crisis management protocols.
-
Staff Misconduct Allegations: In June 2020, a licensed practical nurse at LVCC was suspended due to allegations of failing to properly don and doff personal protective equipment (PPE) when interacting with COVID-19 residents. This incident underscores potential lapses in staff training and adherence to safety protocols.
Voices of Concern
Families of residents have voiced serious concerns about the quality of care at LVCC:
- Calls for Investigation: In July 2020, a group of women urged B.C. Premier John Horgan to initiate an inquiry into long-term care homes, including LVCC, alleging a disturbing lack of care for seniors. Their advocacy highlights systemic issues within the facility and a perceived lack of accountability.
Controlling the Narrative
In response to these challenges, LVCC appears to have engaged in efforts to manage its public image:
-
Public Relations Messaging: The facility’s website features messages from the director reflecting on the COVID-19 journey, emphasizing the challenges faced and the resilience demonstrated. While such communications aim to showcase transparency, they can also serve to divert attention from underlying systemic issues.
-
Community Engagement: Initiatives like the “Lynn Valley LOVE banners,” a collection of banners with messages of love and hope displayed in the local library, position the facility as a community-centric institution. While fostering community spirit is commendable, it can also be perceived as a strategy to overshadow negative press.
A Pattern of Image Management
The tactics employed by LVCC mirror broader trends observed in the industry, where facilities facing criticism engage in public relations campaigns to reshape their image. While not illegal, these strategies can obscure genuine issues that require attention and remediation.
Implications for Stakeholders
For potential investors, residents, and their families, the discrepancies between LVCC’s public persona and the reported internal challenges present significant concerns:
-
Risk Assessment: Investors should critically assess the facility’s regulatory history, staffing practices, and crisis management capabilities before making financial commitments.
-
Informed Decision-Making: Prospective residents and their families must weigh the facility’s marketed image against documented violations and adverse media reports to make informed choices about care.
A Call for Accountability
The issues surrounding LVCC underscore the need for robust oversight and accountability in long-term care facilities:
-
Regulatory Scrutiny: Authorities should intensify inspections and enforce compliance with care standards to ensure resident safety and well-being.
-
Transparency Mandates: Facilities must be required to disclose violations and corrective actions transparently, enabling stakeholders to make informed decisions.
Conclusion
The Lynn Valley Care Centre’s narrative serves as a cautionary tale of the dissonance that can exist between a facility’s public image and its operational realities. While the center promotes itself as a beacon of quality care, the documented violations, adverse media coverage, and efforts to manage public perception suggest a need for critical examination and systemic reform.

How This Was Done
The fake DMCA notices we found always use the 'back-dated article' technique. With this technique, the wrongful notice sender (or copier) creates a copy of a 'true original' article and back-dates it, creating a 'fake original' article (a copy of the true original) that, at first glance, appears to have been published before the true original
What Happens Next?
Based on the feedback, information, and requests received from all relevant parties, our team will formally notify the affected party of the alleged infringement. Following a thorough review, we will submit a counter-notice to reinstate any link that has been removed by Google, in accordance with applicable legal provisions. Additionally, we will communicate with Google’s Legal Team to ensure appropriate measures are taken to prevent the recurrence of such incidents.
